Specs Committee Meeting – November 23, 2015

The committee held a conference call to discuss a second proposed amendment to #11 OCC which doesn’t specify the acceptable percentage of offshore material.  Both drafts appear here and will be up for vote at the summit in New Orleans.

  1. Old Corrugated Containers / OCC#11 (second proposed language on 11/23)

Consists of USA domestic and off-shore corrugated containers having liners of either test liner or kraft.

Prohibitive materials may not exceed 1%

Outthrows plus prohibitives may not exceed 5%

 

  1. Old Corrugated Containers / OCC#11 (first proposed language)

Consists of corrugated containers having liners of either test liner or kraft majority of which is made of USA domestic corrugated containers. May contain a maximum of 30% foreign OCC

Prohibitive materials may not exceed 1%

Outthrows plus prohibitives may not exceed 5%

 

The committee also amended the draft of its proposed SHM pack to specify that offshore is allowable.  The thought process is that, if #11 is limited to only 30%, where does material with more than 30% go?  The answer would be into SHM.  See below:

 

Sorted Hard Mix (edit to current proposed language)

Consists of OCC and other brown grades of paper sorted from fiber collected typically but not limited to residential recycling programs. Pack will be sorted and processed at a recycling facility. Includes OCC both off-shore and domestic, grocery bags, boxboard cartons and other household papers. May contain up to 10% white or colored papers.

Prohibitive materials may not exceed 1%. (Wax coated, foil papers, other non–paper material.)

Outthrows plus prohibitives may not exceed 5%

 

The committee next meets on December 10 and will discuss grade names and numbers as well as review recent feedback received from member companies.
